Their leader is an expert at biomechanics (as well as biology). His name? Dr. Demento Bidgood. He calls himself “Doctor X.”

These Doomers come fully formed but without any memories or intelligence. As such these newly created Doom Patrol members don’t speak English and they don’t know what they’re doing.

The Doomers have a headquarters in New York City but they roam the planet from town to town looking for candidates who are ready to cash out on life. But how do Doomers find these people? Do they ask them if they’re feeling suicidal or down-and-out – of course not! They just search for evil thoughts among the general populace and then head over there as quickly as possible to offer their services.
